It's possible that the library and/or the portal room might be blocked off from the rest of the structure somehow. It happens. It's probably just blocked. Temporarily configure baritone, or use an xray to find the portal. This may seem like cheating, but this kind of generation should not happen. Alternatively, you could try using an xray glitch./setblock ~ ~ ~ end_portal and you're instantly in the End. But you should remember where you were when you executed that command, because it leaves an End portal block at that position. When you don't need it anymore, just break it (possible in Creative). Happened to me once, but like 20 blocks away was another section that wasn't connected at all; the portal was in the other section, the first only had 1 room and 2 passages leading nowhere out of it, maybe a second smaller room can't remember too well, but it was tiny. Even the other section only had 2-3 rooms, including portal room.

The eyes of ender don't always lead to the portal room, but they do lead to the stronghold in the very least. 1.8.2 it was sketchy to even know if every world had one. We didn't have the eyes then, and took longer to find them. Now that we do, at least we can find the stronghold. I say it is a step closer to what xbox needs though.
